Letter to Council Leaders

We sent this letter to all Council leaders on 16 December 2024.
This letter can be used to send to your council contacts as well to amplify our message. We also suggest local care associations write to their Council requesting a joint meeting.

Letter for care providers to request for Fair Fee Rate uplift

This letter can be used for providers to request a fair fee uprate to their services in 2025/26. It addresses rising financial pressures, including the 6.7% National Living Wage increase and higher National Insurance contributions.
The template supports requests for price adjustments based on Change of Law clauses and highlights Local Authorities’ obligations under the Care Act 2014. Fair fee rates are vital to sustain high-quality services which meet growing local demand.

Local Government Joint statement: Strengthening adult social care and support for us all. It estimates that ENICs changes create £1.77 billion in additional costs for councils; £637 million for directly employed staff and £1.13 billion through indirect costs via commissioned providers, including £628 million for adult social care alone.

ADASS estimate that Oct 24 Budget changes to NICs and NLW could cost councils up to £1.8bn

Nuffield Trust estimate the cost to social care providers is £2.8bn

The Care Provider Alliance (CPA) 2024 comprehensive survey of over 1,180 care and support providers, revealing the social care sector faces potential collapse due to the combined impact of National Insurance changes and National Living Wage increases announced in the Oct 24 Budget.

Digital Care Hub points out 75% of care providers will “reduce or stop digital transformation”.
